The Institute for Development Studies, University of Nairobi is the prime partner and hosts the project.
This project examines how decentralisation impacts relations between citizens and the state and the incentives of elites to provide public goods. The study analyses the conditions under which elites constrain or support reforms that promote the provision of public goods. Finally, the project identifies lessons that sub-Saharan African countries (Kenya and Zimbabwe) and those in the Arab world (Morocco and Tunisia) can learn from each other on how to build inclusive citizenship.

Project Report
The project is collaborative multiregional research carried out by scholars from Kenya, Morocco, Zimbabwe and Tunisia. In addition to Kenyan scholars, Prof. Lloyd Sachikonye of Zimbabwe University leads the Zimbabwe component; Prof. Driss Maghraoui of Al Akhawayn University and Fatim-Zohra El Malki leads the Morocco component; and Prof. Abdelwahab Ben Hafaiedh leads the Tunisia component.
