Greater Horn Horizon Forum Takes Place in Djibouti

Prof   Winnie Mitullah participated in the Greater Horn Horizon Forum (GHHF) held in Djibouti on April 28th and 29th 2018.

The Forum was established in November 2007 by UNESCO and a group of intellectuals from the Great Horn of Africa (Eritrea, Ethiopia, Kenya, Somalia and Sudan) and from the Diaspora. It is an independent forum for policy research and dialogue aimed at building consensus on a new vision for the region.

During the Djibouti forum, Prof Mitullah presented a paper entitled “Leveraging Women Friendly Norms and Spaces for Peace Processes in The Horn of Africa.” The paper interrogates women’s participation in peace processes in the Horn of Africa and also argues for alternative and effective engagement.

“Engagement should not be limited to forums constituted for peace processes, marches, protests and inter-group dialogues,” observes the scholar, who is Director and Associate Research Professor at the Institute for Development Studies ( IDS), University of Nairobi.

 The paper calls for advancing modes and forms of connectivity that strengthen women’s agency by engaging them in spaces where they are located: while taking care of children, the sick or elderly. It examines the potential of women’s agency in the context of fragility, often in stateless hostile environments; bringing to the fore constraints of culture and its reinvention in the interest of women.
